The starting point of the article is the criticism of the conventional view of sexual abuse as something inexplicable, as an exclusive issue of a group of insane persons, mostly men, and their victims, women, girls, and boys. In the first part of the article, we recover global consensus, data and studies to characterize the problem of sexual abuse. While advances in the recognition of rights in childhood and adolescence are positive, sexual abuse is barely recognized as a social problem and its magnitude is dismissed. In the second part of the article, interest shifts to how to prevent sexual abuse. To pay for the construction of social response, we define a model of integral and community-based work, to intervene in the individual, social and structural aspects that affect vulnerability to it.Palabras Clave
