El certificado único de discapacidad en la argentina: historia de una política de discriminación positiva a la luz del análisis del sistema de salud

In this article I will analyse the way the health system is structured in Argentina, and the role that the disability certificate (CUD or Certificado Único de Discapacidad) plays in it. In order to do this, I will first make a review of its history, highlighting a number of particularly relevant changes in the approach taken by public policies and the law. Then I will describe certain tensions that have built around the CUD, based on the literature that studies concrete experiences both by CUD beneficiaries and state agents in charge of its issuance. That way, I will open a debate regarding the role of the CUD, which has become essential for a significant part of the population in order to access universal rights.Palabras Clave
