Populismo y liderazgo en el ciclo político boliviano: Evo Morales y Luis Arce en perspectiva

Resumen

In front of the incipient return of left-wing populism in the Latin American context, this article assumes two key premises. The first has to do with the centrality of political leaderships to think about the phenomenon of populism in the region. The second is related to the specificity presented by the leaders of the new populist wave, although when they share the same party affiliation as the referents of the progressive cycle during the first decade of 21th century. In this sense, the new leaderships do not show disruptive or combative discourses to face capitalism or the elites´ pressures; but they appear focused on protocol and the harmony of institutions. Likewise, in the construction of their links with political activists, affections and passions do not seem to occupy a prominent place. In this article we recover the previous theses to analyze the recent Bolivian experience. Taking presidential speeches as the main source of inquiry, we wonder about the type of leadership of Evo Morales and Luis Arce, analyzing their distinctions and similarities within the framework of specific contexts and singular correlation of forces.
