The present document is the second of a series of studies on the sustainability of SUMAR Program in Argentina, as the main public health project that has been implemented since 2004 with World Bank funding under a results-based financing (RBF) model. The first document developed a conceptual and methodological framework for measuring sustainability in a health project: the ability of a health policy to effectively survive in the long-run and in a changing environment with decreasing levels of external financing. Under those definitions, a survey and interviews were conducted to evaluate the degree of sustainability for the case of SUMAR Program. Three dimensions of sustainability were identified: i) Financial, referring to the availability of sufficient funds (especially from the country?s own resources) to maintain the current scale of the Program and cover its future expansion; ii) Instrumental, referring to set of management tools developed by the Program, which have a special distinctive identity related to the Program, and which are introduced and used as general tools; and iii) Institutional, meaning the capacity of the program to develop as a stable and legitimate institution fully integrated into the Ministry of Health, both at the national and provincial levels. Trust and credibility are two main inputs for this dimension. The research methods under the first phase study included mixed techniques, with a quantitative component that covered the operationalization of the sustainability concept, the analysis of budgetary and administrative data and the design and implementation of a survey to gather secondary information, and a qualitative component with semi-structured interviews with key informants involved in the Program (past and present).
