For identifying the possible energetic applications or policies to be used by the urban or rural people a survey to experts was made. The advisors opinion was used for defined and evaluate the weight indicators organized by environmental impact, risk and aptitude. We understand for: Aptitude, all the conditions favorable to the implementation of a technology or an energy efficiency policy. Environmental impact is the predictable effects motivated by the actions. Risk, are all the conditions that can restrict the technology transfer. The multi criterion evaluation (MCE) is a matricial base with a solution by the application of a weighed lineal sum. The matriz is made with the advisors opinions, the feelings of the social actors and the renewable energy map of the area available. The MCE shows the principal applications that should be promoted in the Lerma Valley, that are: energy efficiency as environmental education, strategic planning, energetic saving; solar technology as solar fruit or vegetable dryers, solar water collector, bioclimatic architecture, solar cookers; hydraulics technology as water pum; biomass energy technology as produccion of biogas (sewage water and urban solid waste).
