This edition continues the trajectory of seven successful previous congresses organized in diverse locations: Soria, Spain, in 2018 and 2019; Costa Rica in 2020 and 2024; Cancún, Mexico, in 2021; Cuenca, Ecuador, in 2022; and Mexico City and Cuernavaca in 2023.The primary objective of ICSC-CITIES 2025 was to provide a forum for researchers, scientists, educators, postgraduate students, industry professionals, and policymakers from Ibero-America and around the world to share their latest initiatives, research findings, and technological innovations to address the challenges of urbanization through smart and sustainable solutions. This proceedings book reflects the multidisciplinary nature of Smart City research, encompassing three major thematic areas: innovative computing solutions for smart cities; smart energy, energy efficiency, and sustainability; and innovative technologies for governance and citizenship.The congress featured an extensive technical program that included 84 oral presentations, a poster session, and a panel discussion on inclusion in smart cities, emphasizing the social aspects of technological advancement. The Program Committee for ICSC-CITIES 2025 received a total of 136 manuscript submissions, of which 84 were accepted for oral presentation. Thirty-one articles, which specifically addressed computing, energy, and social applications in smart cities, were selected for publication in this proceedings book. This selection process followed a rigorous single-blind peer review conducted by at least three experts in the field. The accepted contributions highlight cutting-edge research and practical applications that enhance the understanding and implementation of smart city concepts.ICSC-CITIES 2025 brought together more than 300 participants from 29 countries, solidifying its position as an international hub for knowledge exchange and collaboration. The diverse perspectives and expertise of attendees contributed to a dynamic and enriching dialogue on topics such as energy efficiency, the Internet of Things, artificial intelligence, urban informatics, big data analytics, governance, smart mobility, and sustainable development.We extend our sincere gratitude to all the authors, reviewers, and members of the organizing and program committees for their dedication and professionalism, which were crucial to ensuring the academic quality of this proceedings book.
