La inclusión social considerada como un fenómeno multidimensional y dinámico es objetivo de estudio desde diversas disciplinas científicas. La medición de dicho fenómeno social conlleva multiples problemas por su caracter multidimensional. Es objetivo central del plan de trabajo propuesto avanzar en dicho objetivo, desde la perspectiva conceptual, teórica y empírica. Dentro de las dimensiones relevantes se encuentra la energética, las dificultades en el acceso y satisfacción de los servicios energéticos genera privaciones severas que limitan la libertad y capacidades de los individuos.
